This is Shatrughna, Rama’s half-brother. Shatrughna is normally shown, like his brother Rama, to be two-armed. Here he is holding a fan in his right hand.
This Vigraha would have been a part of the Ram durbar set, Rama holding court accompanied by his consort and his brothers. In the older sets Shatrughna holds Chamara serving the same purpose as the fan, which is to provide comfort to Rama. An example of Ram Darbar, Shatrughna holding Chamara, in my collection is shown below.
According to the seller, this Vigraha is from the Mysore region, and it is about 10 cm high. It is a finely cast bronze and exudes character. This may be dated to the early nineteenth century.
The presence of Sirachakra marks this a deity figure and standalone temples for Shatrughna are rare. Some people consider Shatrughna as an ‘Amsa’ of Vishnu representing Shankha.
